Collecting compensation on your behalf

The Norwegian National Collection Agency (SI) offers to collect compensation on your behalf if you're a private individual who's been the victim of a criminal act. If the compensation is from a criminal case, you'll receive a letter from us.  

If the compensation is from a civil case, you will not receive a letter from us. If the case concerns criminal violations such as physical or psychological violence, we can help with the collection. 

We will not charge you to collect on your behalf The payment of the compensation depends on the financial situation of the person who's required to pay it.

A criminal case is a court case against one or more persons who have committed a criminal act. In a court case, one or more persons may be ordered to pay compensation as a result of the criminal act. 

When collecting compensation on your behalf:

  • You must wait for a letter from us. In your reply, you'll give us a power of attorney to collect the compensation on your behalf.
  • We will only collect interest in addition to the claim if this is stated in the order or conclusion of judgement.
  • The collection is free.

Note that we will be sent criminal cases from the police. This could take some time, as the appeal deadline must expire and because the police's case processing must be completed. 

In civilian cases, you can be awarded compensation and/or costs if you've been the victim of a criminal act.

When collecting compensation on your behalf in a civil case:

  • We will only collect compensation claims in civil cases where you've been the victim of criminal violations such as physical or psychological violence. For civil claims concerning fraud, theft, and damage to assets and objects, you can contact your local enforcement officer or a private debt collecting agency for help.
  • We will only collect interest in addition to the claim if this is stated in the order or conclusion of judgement.
  • The collection is free.
  • You must request that we collect the claim on your behalf by filling in the form (PDF) regarding compensation in civilian cases.

  • Fill in the form. If more than one person must make payments to you, fill in one form per payer.

Include supporting documents:

  • A copy of the full ruling.
  • A confirmation from the district court that the ruling is final and enforceable.
  • If you've tried to collect the claim yourself, include documents proving this. This could result in a new limitation period, which means that the claim is valid for longer.
  1. Submit the compensation form and your supporting documents.
    Your signature gives us the power of attorney to collect the civil compensation on your behalf.

Criminal injury compensation

If you've been a victim of assault, physically or sexually, you may be entitled to criminal injury compensation from the state. Read more about this and how to apply at the Criminal Injuries Compensation Authority.

If you're entitled to compensation, we'll help you collect the amount even if the person liable to pay compensation lives abroad.

We'll send invoices and reminders to such persons abroad.

If the person liable to pay compensation does not pay, we'll consider continuing the collection via partners abroad:

  • Norway and Sweden have a cooperation for the collection of compensations. 
  • When collecting in other countries, we can use Visma Collectors AS as a debt collection agency. Visma Collectors AS's partners will handle the collection in different countries.

The Norwegian National Collection Agency (SI) does not collect compensation on the behalf of heirs. We will close the case and notify the heirs by letter with information about how they may take the case further.

The exception is if we're collecting the compensation through deductions from income. In such cases, we will not stop the collection until the deduction period is over. This period lasts for two years from when the deduction was determined.

To gain access to the compensation claim against the deceased person, you must get a power of attorney from the district court. We have a duty of confidentiality that prohibits us from responding to requests regarding the deceased person's compensation claims unless we receive this power of attorney.
